1- Mission of the sub-division

- Ensure the management and management of the civil servants' bodies and the central administration (rectorate) and deconcentrated (faculties) officials.

- Ensure the application of legal and regulatory provisions relating to labor relations.

- Develop and implement ATS training, development and retraining plans and programs.

- Develop and implement the annual Human Resources Management Plan (HRMP).

- Establish and maintain social dialogue (organization and participation in technical committees and joint committees of establishment ....)

4- Categorical promotion

1- Administrative staff

In accordance with the provisions of the decrees governing the statutes of different bodies, the categorical promotion results in the internal advancement of the confirmed official towards a position or a higher grade in the classification system.

The promotion is carried out according to the following modes:

     By professional examination among officials with sufficient professional experience (05 years).
     Optionally, by means of an inscription on a list of aptitude after opinion of the joint committee, among the officials with sufficient professional experience (10 years).
     On title, among the civil servants who obtained after their recruitment the titles and the diplomas required, within the limit of the vacancies corresponding to their new qualifications.

 2- Teaching staff:

- Teacher grade

Are promoted to the grade of professor, after opinion of the national university commission (CUN), the class A lecturers justifying of five (5) years of effective exercise in this quality, entered on a list of aptitude established by the minister responsible for higher education.

The promotion to the grade of professor is pronounced by decree of the minister in charge of the higher education.

- Grade Lecturer class A

Are promoted, by decision of the head of the establishment, as lecturers class A:

    class B lecturers who hold university accreditation or a recognized equivalent qualification,
    class A assistant teachers who have obtained the State Doctorate or equivalent recognized diploma,
    Class B assistant teachers, who hold a doctorate degree or a recognized equivalent diploma.

- Grade B Lecturer

Are promoted, by decision of the person in charge of the establishment, as lecturers class B:

    class B master assistants holding a doctorate degree in science or a recognized equivalent diploma,
    Class A assistant teachers who have obtained a doctorate degree in science or an equivalent recognized diploma.

- Grade Master Assistant Class A

Are promoted, by decision of the head of the establishment, as assistant teachers class A

    Class B master-assistants who hold three (3) consecutive doctoral registrations, on the proposal of the Dean of the Faculty or the Head of Department, after consulting the Scientific Committee of the Department.

- Grade B Assistant Master Class B

Are promoted as class B assistant teachers

    the assistants having obtained, after their recruitment on titles, the diploma of magister or a diploma recognized equivalent.

 5- Step advancement

Advancement is the method of valuing seniority in public administration.

There are two (02) types of advancement:

1- The systematic advancement:

It shall be pronounced by individual decision of the appointing authority where the official holds a senior position and the required seniority in the original grade is met

2- Progress on registration on the board:

Advancement on the board is approved by the competent joint committees in view of the files registered by the Personnel Department.
    The seniority required in each step for promotion to the next higher step is fixed at most, according to three durations: minimum (2.5 years) - average (03 years) - maximum (3.5 years) to the proposals respective 40%, 40%, 20%.
    The advancement is conditioned by the grade awarded to the official by the superior.
    The scorecard is communicated to the officer concerned who must sign and may make any observations he deems necessary.
    The decision approving the tables is subject to the approval of the Director, on the basis of the minutes of the joint committees.
    Progress tables are not subject to biblical visa.
    6- The joint committees

    the regulations governing joint committees are:
    Decree No. 84-10 of 14 January 1984 laying down the competences, composition, organization and functioning of joint committees.
    Decree No. 84-11 laying down the procedures for appointing staff representatives to joint committees.

    6- The joint committees
    Joint committees are compulsorily entered in the matter of:
    Regularization and / or extension of internship
    Step progress
    Promotion by inscription on the list of aptitude
    Sanction of the 3rd and 4th degree
    Lay-off for personal convenience.
    Refusal to accept resignation
